With regard to Colorado, Billy will address what he sees as key policy considerations for state regulators, legislators, and stakeholders to consider and he will assess some of the pros and cons of these options.

Looking ahead, Billy will explore further considerations that must be addressed, especially the potential design and legal underpinnings of a federal waiver, after the planned public option legislation passes (if it does indeed pass).
